• Flexible wires
• Fabric glue
• A turquoise or electric blue top

Procedure

First, cut the stiff fabric into a fan-like silhouette. Attach the flexible wires onto the fabric to give it more stiffness. Take the feathers and glue them on the fabric and over the wire. Make sure that you attach the feathers in such a way that the fabric underneath cannot be seen.
